They actually have those now. They are very expensive, but around. There are also the ankle bracelets (the tracking ones for house arrest) that measure the amount of alcohol in a person’s sweat or blood.

that idea already exists. but it is usually court ordered for DUI offenders. its very expensive

It should really be up to the parents to enforce rules about drink driving, they should confiscate the childs vehicle.
