Ok, pretty soon im gonna have a teenager to take care of because his parents are going out of town, and he is ermmm “Very Special” and he has to have something to restrain his hand from scratching himself.

You could make him wear gloves. Or put bandaids over his finer nails.
Medical supply shops should have these gloves that are padded sorta like boxing gloves, they velcro on so they cant removed easy

It troubles me that you obviously feel uncomfortable saying mentally handicapped or using another appropriate and accepted phrase other than “errr very special,” which I feel is inappropriate. If you can’t feel comfortable even saying what his handicap is, then how can you care for him? Ask his parents what you should do, they are the authority. I’m sure they know since they deal with it on a daily basis.
How much money would you have to be paid to eat your pet?
What if your gaurdian over your account of money wont let you have your money?
