Well you most likely heard that the Jetta is safe from all of those ads VW is running… Yeah they are safe cars though. The IIHS rated the Subaru Legacy, Subaru Forester, and Honda CRV in their top picks (yes there are more, but your question states “for a teenager just starting to drive”). My recommendation is to get the Subaru Legacy. Comes with standard all-wheel-drive (best kind for snow), doesn’t have a lot of power but has enough, IMO has nice styling, good handling, and is (rated by IIHS) one of the safest cars on the road.
Not a $50,000+ vehicle
The VW is a good car, but it does have alot of balls under the hood, it does 120 in no time whatsoever, just make sure he/she doesnt have a heavy foot
Get a front-wheel drive car
I would get my kid a huge old car, even if I have to have it rebuilt. A mid 70′s GM or Ford station wagon or an old Lincoln Town Car or Crown Victoria. SUVs are no good – too easy to roll over. Small cars are a death trap, no matter how safe the manufacturer claims they are. If I had a huge stash, I would get a massive Hummer. If only surplus army tanks were street legal…
how about something with armour plating like an Iraq Hummer?

i would recomend something like a Honda Accord. They are very good on gas and cheap to own and maintain. Get great gas mileage and have good crash ratings. I got one when i first started to drive and loved it. VW are kinda expensive but if money is not a problem go for the passat. A little bigger and kinda safer. Good Luck.
